First off, I appreciate being your go-to with a query like this.

That being said, my gut says: no dice. Porto Dubai started construction back in the early 2000s but construction froze in 2010, and it’s now been resuscitated as a project under local developer wasl. They’re building a non-gaming MGM Grand, Aria and Bellagio on that site.
