Not necessarily, in the sense that for at least some flights (e.g. night flights), I believe that the policy was (might still be) to under-cater, so in fact there might in fact not be 8 starters loaded for a full 8F cabin...

A few years ago, it was seen as the norm that one could get starter + salad or starter + soup, and then cheese + dessert, but I'm not sure if it is even still the case nowadays...
