Not sure if this helps the discussion, but I'll add the data point anyway. Recently purchased tickets to Sagrada Familia (Spain) and the transaction immediately failed with the Venture X (no decline, Cap One claims they don't see the charge attempt), but the charge processed without issue on a Chase Sapphire Reserve with 3DS verification.
