Crowding could be an issue at JFK at certain times of day, even with D1 only access- so DL may be seeing how it goes with the most restrictive entry requirements first. There are plenty of complaints about the UA EWR Polaris Lounge being at capacity at times, and they don’t even admit premium transcon passengers as DL will be.
