I booked a DL ticket, codeshare flights operated by Virgin. I called Virgin and used points to process an upgrade. All straightforward, I could also use a credit card voucher if I wanted. Just check the availability of the flights you want to upgrade before booking. As long as it has space, Virgin can process the upgrade.

Note for Y to PE upgrades you can’t upgrade a economy basic ticket.
