As long as you have a ticket for return travel, Canada won’t care that you’re on separate one-way tickets.

Similarly, while the travel insurance may very well require “round-trip travel”, it should not require a round-trip ticket.

So book two one-ways using miles for the outbound for both passengers on one reservation, and pay cash for both passengers on the same reservation for the trip back. Or vice versa.
