I have stayed a number of times. Ultimately it’s the only property in Singapore which isn’t high-end 5-star full-service (with price point to match). Often what I do is stay at the Conrad for a couple of nights and here for a few nights as well to even out the cost. I definitely don’t remember anything special by way of an upgrade or anything else. It does what a HGI should do but without any secret sauce except maybe the Indian selection at breakfast (not surprising given the location but something different for HGIs). In fact I like breakfast here in general.

I have achieved a redemption rate on 5N stay of 0.65 in the past which is okay. But paying cash it is quite expensive for what it is.
