This is under "Paid Lounge Access" on their website.

Lounge access can also be denied to ANA Business passengers if it's "full". But they weren't full.
They were limiting to carrier pax only, shutting out Priority Pass users, a not uncommon practice.
Purchased lounge access from ANA is an upgrade available to ANA ticket holders exclusively.
