You don't need buy PE to upgrade on KLM metal currently due to this. (Eventually in year or two most likely will change) Even if flight offers PE, KLM metal still upgrades directly to J from Y.
One other question - if I’m booking on KLM and having DL apply the GUCs, does DL still need to reissue the tickets? Or is that only necessary if it’s DL marketed but KLM operated?
