Priority Pass should chose another lounge at Haneda or ANA should expand their lounge to accommodate everyone. Lesson is if you want to use the ANA lounge guaranteed, you need to at least have Eco Premium ticket!!!

That is quite common where airline operated lounges are offered to priority pass holders, the airline gives priority to their own passengers. The ANA lounges get rather crowded around the US arrival bank, so hardly surprising.
