After 3 calls I found agent who just did even exchange for NCE-CDG-LIM. Previous agents could not do it even with additional miles. Maybe I got lucky and hit agent when availability opened up. Or the agent knew something. The call took less than a minute and I already had new ticket numbers and the receipt which shows "even exchange" and waiver of 90cents add collect on tax difference.
