I have the same view as you but for slightly different reasons. If the OP is travelling hand baggage only there is nothing to stop them "self-connecting" using the flight connections route at DUB, as long as they hold a boarding pass for their onward flight (or can obtain one at the EI transfers desk).
Per the rules it MUST be a connecting flight, a blind eye is turned to EI boarding cards, show up with a Ryanair and you will be thrown out
