I've used BRG 3 times, and succeeded once. The two times I was denied, there was a bit of consternation
It just seems that the agents don't even bother to read the claim and just whip out a form letter in reply the first go round. I think the whole BRG program is a crapshoot that comes down to who you get processing your claim that day.

the two times i used BRG i had nothing but positive experiences (and reported said experiences on flyertalk). it does seem from reading flyertalk, however, that BRG does lead to a bit of consternation. i wonder what the volume of BRG claims spg receives and how many lead to problems.
i am not disputing your issues, but i would also like to hear some flyertalkers post positive "reviews" of BRG to get a balanced view.
