This morning I'm doing my usual when the girl says "Oh no, I can't sell you MO's" I laugh and she says no, I'm serious look and shows me the screen. Screen says something like Tell the customer you can't complete the transaction and don't explain why or show them this message.

I then ask for a MO 999.51 (No ID required) and it goes through no problem.

Question to anybody that has been shutdown. Can I use my Passport to bypass the block or do I need to wait it out and keep trying randomly?
