I think that when a customer shows goodwill and accepts a voucher to basically ensure a company doesn't go bust there should be maximum flexibility in how the voucher can then be used. Unfortunately for BA I have the time, resources and wherewithal to take them through the small claims court if necessary.
The devil is in the detail of those words of yours I quoted. If the flight operated but YOU, for whatever reason (illness, not vaccinated, not welcome in the country you're traveling to, didn't want to travel etc etc...) did not travel - well, that's not actually BA's fault is it? Unless you take the populist view that it's always the big evil corporation that's at fault?
If in those circumstances they offer you a voucher over and above your contractual right to cancel for next to no refund, that's actually a good thing, even if it has some usage restrictions.
Of course, if the flight was cancelled and you chose to take a voucher rather than the refund you were entitled to, the question really is... why?
I can tell you are clearly frustrated, but as has been mentioned - there's no clear case for MCOL here.
