I'd take issue with 'scandalous' - BA offered additional flexibility for a time so that people could cancel bookings for what is essentially a travel credit - and one that has certain conditions attached to it limiting its use.
Ordinarily, cancelling would have got you nothing (or very little) back as a refund, so perhaps you're coming at this from a 'glass half empty' viewpoint?
