That's exactly what OP mentioned at Delta VB. A poorly stocked pantry with nothing but donuts, to satisfy the loophole where a full service breakfast in the restaurant is readily available if you ignore your benefit and just pay up. Couldn't think of any reason why Marriott keeps such terms except giving the hotel the excuses to take advantage of elites without any consequences.
