You can use Jetstar on a Global Explorer rtw (mileage based).
Confused
From the linked pdf which is the Oneworld Explorer rules

"Other codeshare services not permitted with the exception of QF Codeshare services operated by Jetstar (JQ)."

So it seems Qantas AKL-RAR-SYD is ok?

Tool says so, prices up as a Oneworld Explorer ticket, though I know that's not definitive.
