Chase was able to upgrade a card for me on Friday, September 30.
DoC has a new blog post up suggesting that this has cropped up only the last 1-2 days & might just be a systems issue, not a change in policy. My experience is consistent with [MENTION=21736]mia[/MENTION]’s: we p/c’ed my DW’s Explorer card to the no-fee Gateway just last week.
