Could be. Here's a report of being unable to downgrade a CSP to a CFU, which is a current card. Denied multiple times for a Chase card downgrade/product change : CreditCards (reddit.com) There's also a post about being unable to downgrade a Chase United card. Could be user error, Chase system glitch or something else. There are also reports of success on that forum as recently as Sept 30. I have more faith in info here than on Reddit.
