I then logged into the Finnair website to manage my booking and there it says we have 2x23kg each. This booking is not linked to our international flight and it’s not within 24h of arriving internationally.
If we only have 20kg each and as Oneworld Emerald will get 20kg extra I would be happy. However, if really the piece concept applies with 2x20kg I assume that as Emerald we would merely be able to take yet another bag of 20kg which won’t help us much even if we could take 9 bags in total. I’d rather take 2x30kg bags for the 3 of us (Mrs Sydfly is also Emerald).

You have 20kg each, plus the luggage benefit from OWE.
For various illogical reasons, Finnair will show you the international allowance in this case. But it will be the domestic allowance that counts.
J-Air is basically JAL, so the JAL home page about domestic luggage allowance will give you the details.
