Easy. It's not necessarily that they are sold, rather it's what price they are sold at. With the exception of maybe Independance Air, I don't think any airline is complaining recently about low load factors (40%-50%). I think most are in the 70%-80% range, which is pretty good. The problem is that there are enough low fare carriers in the marketplace now that it's been very difficult for legacy airlines to push thru fare increases. Even small ones ($5-$10 each way) had to be rolled back because not enough other carriers instituted a similar price increase.
