Perhaps but you need to purchase premium cabins and book on partner ticket stock. Plus post purchased upgrades to premium cabins do not have the same benefit

As mentioned, UA purchased flight (016 ticket stock) earn based on purchased fare -- post purchased partner upgrades will not change the PQP earnings.
