I'd imagine it is reasonable to assume that the international-international transit desk/security will be unmanned all day since Garuda is still operating a bare-bone international network. As such, I don't think it's possible to do airside transits at the moment. FYI, ASEAN nationals do not have to pay for the visa on arrival.
Thanks! I ended up going for it. As you say - no mobile boarding pass at CGK. To be safe I paid for the Airport Special Assistance service this time. They tried hard to make it possible to do this all airside but the airlines insisted you have to come through immigration and check in.
Anyone else looking to do this - I got the first SQ flight out of SIN which gets in around 7am so had about 2 hours to connect to the 9:10am QR flight. Immigration/vaccine check/VOA lines were pretty much empty at that time. I don't think I needed the assistance and would consider doing this again just myself if the saving is significant. It's def not the easiest airport in the world to connect at, though. Mainly because of the vaccine checks + VoA payment. I'll probably do it again once the vaccine checks go and once I've got a multi entry Indo visa sorted to avoid the VoA hassle.
