If you read PG's baggage policies they state they do not interline. To quote: "When passenger travel with two separate tickets, Bangkok Airways will no longer through-check passenger and bags to the end destinations on the secondary separate ticket. Please see more details in Separate Ticket Policy."
I've interlined bags across separate tickets on a whole bunch of carriers around the world, including TG. Every once in a while, you may get refused even when the published policy says the carrier will do it.
Somchai mentioned it AFTER I asked and Somchai is NOT the OP (to which you referred)...
I had different experiences than you; never ever I was refused interlining on different tickets on TG (and I flew many times with separate tickets); also on PG I had different airlines and was interlined
