If you have a need for the buggy and don't have one, then BA normally pays without quibble. Being at your home does indeed give an expectation that you have some sort of replacement, but there again I can well imagine it's your one and only buggy. So it's based on need rather than anything else. A 4 day delivery delay with a courier in Canada does not surprise me.
