If its disruptive or intrusive in anyway and he/she is in business class, then its relevant IMO. You paid for J and all that entails-a more exclusive cabin, a quieter cabin, less traffic etc. If you found it bothersome as a J pax, then you're absolutely within your right to complain. People may not agree with your opinion-but it is yours-and its your right. You cant argue with that.
