This is very inaccurate. With Hilton you are trained that you can charge the card on file for all Diamond and Gold members unless the card declines or the guest asks to change their MOP. Confirming the last four and/or that the card on file is ok to charge is more than good enough.
Properties, unless they're doing some really stupid things, don't see tons of chargebacks which is why most don't care and are willing to trade off faster/more efficient check-ins over a rare chargeback.
Personally, I don't ask for anyone's card unless they tell me they need to change/update it or the reservation was made in house without an MOP. I've been doing it that way for 20+ years and I'm still very much employed.
