No you have misunderstood. There is no change to people at outstations, just less that they can sort out. They are generally less able to sort out ticketing issues and rebookings. I doubt dealing with duty of care for passengers for cancelled flights has changed at all - in fact it clearly hasn’t because flights have been cancelled over the last few years since these changes, and people have been booked in to hotels by staff at outstations.
