OK, it's not very clear: have you purchased a ticket and got an e-ticket? If so that is not at risk. If you have a Hold of some sort but have not paid for the ticket (e.g. using an agency) then yes until ticketing you are at risk. Because of that, if you are definitely travelling and you are comfortable with the EuroTraveller fare, you should go for ticketing. you then have 24 hours to look at amendments to the fare difference without facing a change fee.
If you are changing a ticket alternative flights on different dates or times can be held. However the reservation system doesnt allow us to hold the same flight in a different class, ie you cant hold a flight in both econ and business in one booking.
Due to this I suspect the agent has now incorrectly held in business class, in place of the original economy booking class you had.
Its also possible that you might not be able to only upgrade the one sector without upgrading the long haul to business.
