In my experience (when travelling as a family with up to 5 checked luggage) only my total allowance (so for example 23 x 5 = 115kg total) and the fact that any single bag could not be over 32kg for H&S reasons were the only thing that are always checked, and if any one luggage is over 23kg, the orange sticker “heavy luggage” has been applied to it.
as a side note, the request to re-distribute 1kg weight from one luggage to another, on NYE in CIA, with a super busy airport, about 18 years ago, was the reason that made me stop flying Ryanair
