I guess if the major carrier who operates a specific airport as a hub doesn't feel the need to waiver it, probably not necessary for UA to cover it either. Or both are seeing the relatively same thing regarding the current forecast, which is ATL, at worst, is a 5-10% chance of receiving tropical storm force winds. Might be a little bumpy on arrival/departure routes, but very much different than the airports being covered by the extended waiver.
