That's the silver part. Doesn't look like it, but if you press it, the air tag goes off. I believe if you press and hold, it triggers the phone but I am not sure.

If the luggage is "lost", then it is the last airline's responsibility. But at some airports, airport staff start removing luggage from the carousel once it makes one circuit. They will usually line them up between the carousels. It's actually quite easy to steal luggage once you get to the luggage claim area. Very rarely do exit controls stop people and conduct a check. In many places, if you grab a random piece and walk out like a regular traveler, you could conceivably get away with it. With tile and airtags getting more popular, it's a bit trickier, but we won't go into that.
