This is an extreme case (ALSO NOTE: We don't advise people chase down "stolen" luggage if it has been taken of airport property) but in most cases, all you really need to know is where your stuff is (likely sitting in an airport somewhere)... or if you have the UWB equipped phones, can even track down the luggage if it's in a massive pile like at some airports earlier this year). Rather than relying on WorldTracer or whatever, you can point it out to the airlines. It puts the onus on them to get the luggage to you.
Would it be the airlines or the airport's responsibility. He says it took a long time to get through immigration, returning to the US from South America. In the mean time, his checked bag came out and was removed from baggage claim and the airport by the time he arrived in baggage claim.
Realistically would they accept looking at your screen showing the location? How would they know you put an AirTag on the suitcase?
