I think the answer is no, but also the downstairs security checkpoint intended for people making inbound international connections is open very limited hours, if at all, anyway. Even if it is open, there is little to no time or difficulty penalty to just going upstairs to the main departures security checkpoint (at least if you have Clear/Precheck/Priority -- the regular line may potentially be shorter downstairs when/if it's open, not sure).
