The UK has the same arrangement; this is a once-off change invalidating old stamps because of massive problems with counterfeiting.
And the number of stamps that get reused because the Royal Mail doesn't frank them all. As an experiment, I once managed to post the same envelope to myself five times before it received a frank mark on it, cancelling the stamp.
