Indigo is a LCC so it is unlikely it participates in the service provided by Changi Airport to retag your bags. You will need to clear immigration, collect your bags and check in. I wld still phone Changi and ask...does not hurt. If it's a no, it is a no. The airport is surprisingly responsive on these matters.
