(Assuming you mean) AA and JAL has two different ways of structuring their awards, AA does not charge fuel surcharges on awards JAL does. So if you book on AA miles, the fees are probably 6.5, if you book on JAL miles the 368 will be added.
If you actually got United to show a JAL flight, I am a bit surprised....
