It's possible there is some JAL restriction such as married segments. Do not ever mention possible restrictions to the agent. If there is one they should be able to identify it and tell you what it is definitively and if they cannot then ask for a supervisor to help make the change.
Tried that several times. every time phone agent says availability on website is not "live", which we all know is BS. I seem to remember in the old days they are able to make an request even if they don't see the inventory, and if the seats to exist, it would come back confirmed. Is this still a thing?
