Global Transfer only works with countries where Amex issues the cards themselves. In Norway, until few years ago, Amex cards were issued by Dnb (Norway’s largest bank). However, Amex has since started issuing cards themselves, so there’s a chance that Global Transfer might work now. I’d just give it a try.
