Staying at the WA in December so can’t judge it yet (though the location is imo perfect), but the Jefferson and Park Hyatt (I know, I know) imo are best. Everything else has a myriad of issues.
I stayed at PH DC last December over the holidays and though it's fairly inexpensive for a PH, it felt pretty dated to me. The furniture (especially the couches and sofas) direly need a refresh and everything just felt tired. I stayed in both the Junior suite and Georgetown suite. I have to say the Georgetown suite was pretty nice though. The lobby is almost non-existent as well. PH DC is a nice enough hotel but not somewhere I'd be super excited to stay for a staycation or luxury trip.
I haven't tried these yet, but looking at reviews and pictures, if I were to go on a staycation in DC I'd probably choose one of: Waldorf Astoria, Conrad, or Hay-Adams in a larger room than their base room. Four Seasons or Rosewood might definitively be the "best" but I don't think these two properties can command the price they charge for their mediocre hard product and DC location. Probably one of the uglier Four Seasons and Rosewoods in the world.
