This is probably true for Visa/MC-branded debit cards used in ATM's. I use an PIN-only ATM card without a Visa or Mastercard logo, and as far as I can tell there is no obvious currency markup (although I get charged the same $1.25 to use an ATM in London as when I use another bank's ATM in my hometown).
