Certainly the form has gone. There is some confusion over the rest of the rules which will hopefully become clear in the next few days. Apparently local media in Spain reported all rules reported that all entry restrictions were removed for non EU entry. This does not appear correct, but the intention of the government is not yet clear. IATA are still saying that certificates are needed.
