This is how it is at LAX. Sometimes there are officers giving passengers a once over while they're exiting.
I haven't been to other ports of entry since they stopped printing receipts, but SFO worked as you described as well with the difference at the time being that the CBP officer collected the GE receipt at the passport control booth.
