Yes, a RAT test must be taken within 24 hours of arrival only for Qatari citizens and residents. They do not need to take any tests to board their flight to Qatar. Your Ehteraz will turn grey if you do not perform this test. The worst case scenario is you being subject to quarantine/isolation measures for testing positive.
For other passengers (including GCC nationals and residents), negative results are to be presented from supervised PCR or RAT tests conducted within 48 hours and 24 hours respectively from scheduled departure time of their flight into Qatar. These passengers do not need to conduct RAT tests upon arrival in Qatar.
Children below 6 years old are exempted from these testing regimes.
