Today the rep wasn’t affirmatively offering the option to Clear members, and when I asked him (it too several times, as I think he was ignoring me - until the Clear employee asked too), he said he was “not allowed” to give the option to anyone in the Clear line. Quite annoying.

If Delta does want to compete with Clear, they could do a better job. If you want to use it currently, you go through regular TSA Pre but you have to get almost to the front of the line - near where it splits for ID checks, before they give you the choice. At that point the ideal benefit (a shorter line) has been somewhat lost.
Delta has an ownership and partnership stake in Clear, so it would be very strange for them to try and compete with Clear.
