I would personally take 7L but I don't think it's a huge difference either way. I don't have a strong feeling in favor of the Polaris bulkheads; the regular seats are just fine.

If there is any difference in which of IAD or DCA are easier to get to, I would trivially choose that routing over all other concerns. I think at equal weight I would go the all lie-flat option, but a short DCA-IAH on a 737 is no big deal.
