For the original poster - as you thread wasn't answered... well, this sounds like a totally typical QR experience. But your compensation request depends on the reason. I guess you've probably had a response now - please share the outcome.

I guess they value their Russian customers more, she said the plane was full of them to DOH, luckily she was seated next some polish heading to Singapore for holidays.
Croupier, email [email protected] keeping it very short and sweet stating you wish to claim EU261 due to a technical fault and late arrival. No need to add anything about Russians etc.

If she had to buy any new clothes etc whilst waiting for her luggage scan and send the receipts in an email to the above address (separately to the EU261 claim) and make a claim under the Montreal Convention.
