this is true with all airports…not just DCA. They fall under a pseudo govt corporation…usually a port authority or transportation board.
I try to never check bags when I travel but when my wife accompanies me we always have to check. I had a recent trip to BWI and it was a pain, the baggage claim kept jamming and it took forever to get our bags. Then the rental car shuttle did not show up for 20 minutes, all in all a crappy experience at BWI.
