Have you clicked on your current PNR to look at the current receipt? That should show whether the ticket was reissued or not. If there was a refund, it should have been a credit to your original means of payment (credit card, RDMs, eCredit, etc.).

Also, what's the route and direction? If it's Europe TO USA, EC 261 downgrade compensation would apply after the flight is completed.

If there's time before you travel, you could try a DOT complaint as a way to get someone more knowledgable at DL to look at the situation. Otherwise, if you want PS, pay if needed and then file a DOT complaint or do a chargeback.
